Seva Dal condemns demand to drop Minister
ITANAGAR, Apr 05: Arunachal Pradesh Congress Seva Dal (APCSD) has condemned the demand for resignation of Education Minister Tapang Taloh by some students unions.
Describing the demand as unconstitutional and politically motivated, Seva Dal Chief Organizer Kipa Kaha in a release stated that the 'prime accused' has been arrested by police and investigation is going on.
"Law will take its own course," he said, and appealed to the NGOs and students unions to work for the greater interest of students community and public instead of working for few persons with vested interests.
The Seva Dal also condemned the state BJP's demand for imposition of financial emergency in the state. Terming the allegation of financial mismanagement as baseless, the Seva Dal chief urged the state BJP not to mislead people by leveling such allegation against the state government.

DAPORIJO, Apr 05: The members of Upper Subansiri District Congress Committee today organized a protest rally against the racist remarks of Union Minister and BJP leader Giriraj Singh against Congress president Sonia Gandhi, Land Acquisition Bill of the BJP Govt. They also registered protest against the election manifesto of BJP which termed the people of NE as immigrants in the recently concluded Delhi Assembly election.

Addressing the rally the Minister Tanga Byaling expressed his resentment over the Land Acquisition Bill and explained before the public about the adverse effect and disadvantage of the Bill.
Upper Subansiri DCC, president Nyato Marde also condemned BJP for terming North East people as immigrants and creating sense of alienation among the people of the region.
Daporijo Block BCC president Tatak Nilling also spoke on the occasion and condemned the BJP's remarks on NE people as immigrants.
Book Fair concludes with positive note
ITANAGAR, Apr 05: The nine days long Itanagar Book Fair came to an end with large numbers of book lovers thronging the book stalls till the last day of the fair today.
Despite the inclement weather, the book fair succeeded to draw huge crowd. Taking advantage of the last day closure, many book lovers were found buying large number of books. Most stall keepers expressed satisfaction with their overall turnout.
While visiting the Book Fair, Chief Secretary Ramesh Negi said "it was a great opportunity for people of Arunachal to have a taste of diverse literary traditions. Students are the biggest beneficiaries of such events."
Also seen in the ground were the DC Capital Complex, Mige Kamki and Batem Pertin, Director of Research, who were instrumental in promoting book reading.
Earlier, responding to a request of Arunachal Pradesh Literary Society to make the book fair an annual event, NBT, organizer of the fair, assured to extend all possible help and support.
The book stall of Research Department also drew large numbers of crowd till the last day of the fair. While most visitors expressed satisfaction over the variety of books, a few were of the opinion that the collection should have been more vast and diverse.
Expulsion of Pul unjustified, says Anjaw INC unit
ITANAGAR, Apr 05: Indian National Congress (INC) family of Anjaw district has described the expulsion of Hayuliang MLA Kalikho Pul from the party as purely unjustified, unhealthy, unconstitutional and betrayal of the loyal, sincere and honest soldier of the party.
Expressing shock at the 'unconstitutional and unethical' expulsion of Pul, the INC family of the district in a meeting held on April 3 said that Anjaw district party unit has never noticed or heard any activity of Pul which is against the interest of the party.
The district party unit along with its frontal wings sees no reason for the expulsion.

ABK WW congratulates archer Genung
ITANAGAR, Apr 05: The ABK Women Wing congratulated archer Genung Tekseng for winning a silver medal in the recently held Junior Asia Cup Archery Championship at Bangkok.
Genung Tekseng had also won a gold medal in the National Games held at Kerala earlier this year.
"Her achievement is an inspiration and encouragement for all the young generation, especially, the girls," said ABK WW in a release.

ABSU in a press statement clarified that, the union was never involved in any kind of donation collection from any individuals or business community. The union feels that such forceful collection of donation is an act of extortion and doing the activities in the name of ABSU is an attempt to defame the union which deserves condemnation.

ITANAGAR, Apr 05: A day long orientation training programme on spiritual code of conduct, fundamental guideline and significance of Jiwt Aane and augmentation of Nyedar Namlo was conducted at KVIC, Midpu Doimukh yesterday.

Land donors plead for job reservations
ITANAGAR, Apr 05: The land donors for the establishment of Government Engineering College at Toru have urged the state Govt to appropriately compensate the donors through awarding land development and construction works of the institution.
Appreciating the state Govt, particularly the Chief Minister and Education Minister for their initiatives for establishment of the engineering college, the land donors in a meeting held yesterday under the chairmanship of Nabam Aka, ZPC Papum Pare district said that, 80:20 ratio should be maintained in reservation of group C & D category jobs in favour of land donors' family members.
Priority should be given to the deserving candidates from proper Toru circle in recruitment of group 'A' & 'B' jobs in the institution, the meeting further resolved.
CYO demands action against illegal wine shops
ITANAGAR, Apr 05: The Capital Youth Organization (CYO) in a letter to the Capital Complex Deputy Commissioner requested the administration to conduct a drive against illegal running of wine shops in sectors and colony of the Capital region.
In a complaint letter to the DC, the CYO alleged that illegal selling of liquor in the shops in sectors and colonies particularly during night hours creates an uneasy atmosphere as most of liquor consumers are minors and underage. The CYO urged the administration to take steps against such illegal selling of liquors in sectors and colonies.

ITANAGAR, Apr 05: An unidentified boy aged about 13 to 14 years has been found by Doimukh Police at Khola camp, Doimukh area yesterday evening. The thin built boy, height about 4.8 ft can neither speak nor write. He has been presently kept at Shelter Home at Naharlagun run by Oju Mission.

ITANAGAR, Apr 05: Chief Minister Nabam Tuki today termed festivals as assets for a society which not only provides a platform for interaction and merry making but also to learn one's tradition and culture.
Participating in the Mopin festival, the agriculture-
Citing the Tawang festival, Siang River festival and Pangsau Pass festival, Tuki said, if festivals are linked with tourism, it will be highly beneficial for the state.
He also announced that the government will formulate a policy in this regard. He also advocated for giving due recognition to indigenous priests, who he said, were crucial for performing the festival celebration in traditional manner.
Tuki also said to draw out plans to provide incentives to the priest by the state government.
Responding to a memorandum, the Chief Minister announced sanctioning of Rs 5 crore for establishment of infrastructure at the festival ground.
Arunachal Pradesh Congress Committee (APCC) president, Padi Richo urged the youths to retain the age old cultural and traditional practices and wished all a prosperous Mopin.

Explaining the objective of the celebration, Ruksin GHSS Principal M Koyu said Mopin is celebrated for bumper harvest, prosperity and welfare of human beings. ITANAGAR, Apr 05: The 2nd review meeting of Upper Subansiri development was organized by the district administration on 3rd and 4th April under the chairmanship of Tanga Byaling, Minister, Home and Power. All the MLAs of the district along with the HoDs, PRI members, senior citizens, intellectuals, student organizations and the media fraternity of the district attended the meeting at the conference hall.
Deputy Commissioner, Upper Subansiri, Komkar Dulom, highlighting the aims and objectives of the meeting informed the gathering that the meeting was conceived to review and asses the resolutions made in first review meeting held last year. Further through a power point presentation with the theme, embarking towards development, Vision 2030," important issues in the district like town planning, tourism prospectus, law and order, Swachh Bharat Abhiyaan, Trans Arunachal Highway, Water Supplies, govt. land encroachment, livelihood activities and construction of mini secretariat was focused upon.

The Principal Secretary directed the power developers to include the cost component of the security arrangements at the initial stage itself in the DPR as it would be the most effective way to carry out the work. Also, any infrastructure requirement for the construction of the dam etc must be communicated to the Government in advance. He also directed the Deputy Commissioner and Executive Engineer (Power) to send a detail regarding the Khuppi line.
The Deputy SP briefed on the problems faced by the police administration including shortage of SI's and police barracks. He also briefed on the cases of crime facing the district.
Dharmendra Sharma directed the Dy SP to analyse the crime data and see if there is any sort of pattern emerging out of it. He also said that a zero tolerance shall be adopted in cases of open display of arms in public and private offices. Such cases would be booked under Arms Act and action would be initiated for cancellation of arms license. He also directed to keep the habitual offenders and extortionist under constant vigil and book them under the Arunachal Pradesh Unlawful Activities Prevention Act, 2014.

DAPORIJO, Apr 05: Cultivation of Large Cardamom can be a source of cash improving the livelihood of the farmers, said Upper Subansiri Deputy Commissioner, Komkar Dulom.
Addressing the farmers in a meeting to promote and encourage cardamom cultivation in the district here today, the DC said the fertile land of Upper Subansiri is very suitable for cardamom cultivation, which, if taken up sincerely and seriously, would not only benefit the farmers economically but also solve unemployment problem to a great extent.
Encouraging the farmers to take up cardamom cultivation, DC Dulom said that livelihood of many people have been curtailed with imposition of restriction in wildlife hunting in the district.
Dr. Hatobin Mai, OSD to Chief Minister and Member Spices Board of India urged the farmers to help bring about a revolution in Spice production as the state has been endowed with very fertile soil suitable for spice crops cultivation.
While making the farmers aware about various policies and programmes of Spice Board to encourage spices cultivation, he suggested the farmers to avail these opportunities.
Technical expert and resource person, N Bam from Krishi Vigyan Kendra demonstrated methods of Cardamom cultivation through PowerPoint presentation.
Likha Tongun, a progressive farmer, also explained on farming techniques to attain higher yield.

Political fight
The war of words between state government and expelled Congress MLA Kalikho Pul is heating up over the alleged financial irregularities. One of the longest serving finance ministers of state, Pul on Friday made sensational claim, a day after being expelled from party that Arunachal government is facing serious financial crisis due to mismanagement of central fund. He also claimed that situation is fit to declare financial emergency in the state and imposition of Presidents' Rule.
Naturally his allegation was thrashed by state government. Yesterday govt. spokesperson Bamang Felix stated that government is facing financial constraint which is a common phenomenon in every progressive state of the country. There is no doubt that revelation made by one of their former colleague is deeply embarrassing the state government. The allegation of financial mismanagement alleged by Pul cannot be taken lightly as he is a former finance minister and has years of experience of managing the department. Just mere clarification will not do and the state government will have to come clean with proper justification. One also wonders why it took Pul so many years to open his mouth. Is he is playing vindictive politics against Congress government for expelling him from party? Only time will tell how honestly Pul pursue his mission to expose the wrongdoing of his former colleagues. People of Arunachal can only hope that this fight political fight between former colleagues helps in exposing the corrupt practices of politicians.

Mourning and a festival
Dear Editor,
I am writing with regard to the recent article on your newspaper regarding the prohibition
of IMFL during Tawang fest scheduled on 1-
But I would like to make a request to Chairman DoKAA, Minister UD, Tourism, Art &
Culture, MLA Tawang as well as the Deputy Commissioner and all the attendee of the
meeting that was held on 31st march 2015 for Tawang fest, that it has not even been
a year since the demise of His Eminence Jetsun Tenzin Jampal Wangchuk, popularly
known as Tsona Gonpa-
So, according to the Monpa traditions and beliefs, we mourn the death of a person
for at least a year. And since he was a person of high status & was greatly respected;
the conduction of Tawang fest from 1-
So it is my earnest request to postpone the date of Tawang fest until or after 16th May'15.
I would be grateful for paying heed to this request.

Vision document-
Dear Editor,
When State is preparing vision documents 2030, a document for another coming 15 years from now is very important as activities will be prioritized as per the document. While formulating the documents it may be ensured that happening of activities are in tune with documents. The following points may be kept in view while drafting the same;
1. Tapping of hydro potential should be given top most priority as it is the huge source of revenue generation for states like ours. Also tourism be given priority as it has potential to earn revenue.
2. Formulating of Annual Operating Plan (AOP) from the month of April 2015(financial
year-
3. It is seen that department of hydropower is sitting idle without work. Education department with three directorates, Elementary, School & Higher & Technical are having more workloads than hydro power, with the coming up of NIT, Law colleges, more polytechnic colleges, arts colleges, central schemes like SSA, RMSA, RUSA etc. A discussion regarding merging of one zone of hydro power to education department as engineer wing may be carried out at top policy makers level as these projects are being supervised by rank of Exe. Engineer on deputation. Vision should be to engage the technocrats.
4. Numbers of Chief Engineers in our State is-
Also creation of such post was to ensure timely completion and quality works of projects as zone is handling lesser work load but there is no difference as projects are still lagging behind the schedule. We need introspection in this regards.
Only to avail the central schemes like JnNURM(mission with 7 yrs starting from 2005-

It is seen that all working department are not coordinating with each other even they working under same State government. The civil department cannot accord technical sanction to electrical works and execute the same. Similarly power deptt are executing civil works which is not as per the norms since subject requires expertise.
Appointment of functional post be should based on its seniority. It is seen that officer of same rank recruited in 2004 is writing APAR (Annual Performance Appraisal Report) of 1998 batch. Is this a good vision?
While former Governor and two members of erstwhile planning commission has been made members for drafting of Vision documents is good as they have experienced of problems and potential of our state. Also it was informed that specific subject experts shall be made members of drafting committee, local officers of state government should be engaged as they are much more acquaint with the local issues. By sitting at Delhi you cannot prepare vision documents as state have been opposing the planning commission ‘one size fits for all’ policy which has been replaced by NITI Aayog giving State government more freedom to formulate policies based on its requirements. If it is prepared in Delhi, it will be a double speak of state Government.

Let us be careful
Dear Editor,
Through your esteem daily, I would like to express my expectation and displeasure the way Education Department is performing in the West Siang District. Ever since present DDSE took the charge, he has been in almost all news papers of state for his alleged wrong doing.
As a concerned citizen we expected our young and dynamic DDSE to streamline the education system in the district. We were hoping the lost glory in education scenario of the district will be regained and boosted, but it seems he has used his energies in other activities and creating system out of no system. He was suspended for keeping large amount of government money in his personal savings account for reasons best known to him. He obtained stay order from the honourable High court.
So many organisations, individual, PRI members alleged him of uniform scandal, mid day meal scandal, non payment of school grant and payment of Contractor and suppliers in cash instead of cheque and so on. Though he may be clean but under such situation we cannot believe that coal and fire can go hand in hand.
Elementary education is the basic foundation and this is right time to inspire children towards work culture but it seems we are sending a wrong signal to the youths of the district. These practices will set a wrong precedence and will have far reaching consequences to the department as well as citizen.
Ultimately it is concluded that until and unless there is God father under whose behest and umbrella he is working, no government Official will dare to have such conduct which is wide out of norm.
Considering the above fact we the concerned citizen seems that the work load of DDSE is very heavy so he may be given respite to regain his energy.
Present congress led government publicly proclaimed that their core agenda is to change the scenario of education and Health department, but if this kind of gross allegation is over sighted then it will again become the same wine in new bottle and we the ignorant and innocent public are fooled again.
Cloud is looming large around us. It’s better to be careful.

Role of unions and opposition parties
Dear Editor,
In a democracy, if there is no strong opposition party then it is certain that the ruling party will misuse their power. The opposition parties in state i.e BJP and the PPA seem to be in no mood to take on the Congress Govt. of the state. I suspect if the opposition parties are conniving with the govt. and fooling the people. The political parties should realize that lip service during election to gather vote will not do any good to them.
The recent war of words between the govt. and the unions should be seriously taken note by the people. The remark by the Home Minister terming the Unions as Extortionist can't be termed completely untrue. No doubt that the Unions are playing the role of opposition party and doing a commendable job for the welfare of the people. But there are thousands of unions in our state and involvement of some unions in illegal activities can't be denied.
I request the opposition parties to pull up their shocks and take on the govt. whenever they misuse their power. Everyone knows the level of corruption in our state and I hope opposition parties also have some ideas about it. The opposition parties are best fitted to play the role played by the Unions, Associations, Organization etc in fighting for the welfare of the state.
Lastly I urge upon all the citizen of the state to raise their voice against corruption and other issues concerning the state.
