Seva Dal condemns  demand to drop Minister

ITANAGAR, Apr 05: Arunachal Pradesh Congress Seva Dal (APCSD) has condemned the demand for resignation of Education Minister Tapang Taloh by some students unions.

Describing the demand as unconstitutional and politically motivated, Seva Dal Chief Organizer Kipa Kaha in a release stated that the 'prime accused' has been arrested by police and investigation is going on.

"Law will take its own course," he said, and appealed to the NGOs and students unions to work for the greater interest of students community and public instead of working for few persons with vested interests.

The Seva Dal also condemned the state BJP's demand for imposition of financial emergency in the state. Terming the allegation of financial mismanagement as baseless, the Seva Dal chief urged the state BJP not to mislead people by leveling such allegation against the state government.

Meanwhile, Kaha in a representation to Chief Secretary cum Chief Vigilance Officer, GoAP has demanded an immediate inquiry into the alleged bouncing of Govt. cheques under PMGSY scheme.

"For the first time, Govt. cheques bounced in Seppa in the months of November-February, 2015. This is indeed a blot on the face of the Congress Govt. The instant case seems to be a conspiracy to defame the image of the Government," Kaha opined. "Let the matter be investigated by SIC or SIT to unearth the truth," he added.

 

Congress stage protest rally

DAPORIJO, Apr 05: The members of Upper Subansiri District Congress Committee today organized a protest rally against the racist remarks of Union Minister and BJP leader Giriraj Singh against Congress president Sonia Gandhi, Land Acquisition Bill of the BJP Govt. They also registered protest against the election manifesto of BJP which termed the people of NE as immigrants in the recently concluded Delhi Assembly election.  

More than five hundred Congress workers of various frontal wings of the INC in the district including NSUI and Youth Congress and senior Congress leaders including Tanga Byaling, Home Minister, Punji Mara, Chairman RD & Panchayat cum MLA Taliha constituency, Dikto Yekar, Chairman APEDA cum MLA Daporijo constituency, Tamar Murtem, MLA Raga constituency participated in the rally. Holding placards and banner, the participants shouted slogan condemning the BJP Govt. for initiating "Land Acquisition Bill" and terming Northeast people as immigrants.

Addressing the rally the Minister Tanga Byaling expressed his resentment over the Land Acquisition Bill and explained before the public about the adverse effect and disadvantage of the Bill.

Upper Subansiri DCC, president Nyato Marde also condemned BJP for terming North East people as immigrants and creating sense of alienation among the people of the region.

Daporijo Block BCC president Tatak Nilling also spoke on the occasion and condemned the BJP's remarks on NE people as immigrants.

 

Book Fair concludes with positive note

ITANAGAR,   Apr 05: The nine days long Itanagar Book Fair came to an end with large numbers of book lovers thronging the book stalls till the last day of the fair today.

Despite the inclement weather, the book fair succeeded to draw huge crowd. Taking advantage of the last day closure, many book lovers were found buying large number of books. Most stall keepers expressed satisfaction with their overall turnout.

While visiting the Book Fair, Chief Secretary Ramesh Negi said "it was a great opportunity for people of Arunachal to have a taste of diverse literary traditions. Students are the biggest beneficiaries of such events."

Also seen in the ground were the DC Capital Complex, Mige Kamki and Batem Pertin, Director of Research, who were instrumental in promoting book reading.

Earlier, responding to a request of Arunachal Pradesh Literary Society to make the book fair an annual event, NBT, organizer of the fair, assured to extend all possible help and support.  

The book stall of Research Department also drew large numbers of crowd till the last day of the fair. While most visitors expressed satisfaction over the variety of books, a few were of the opinion that the collection should have been more vast and diverse.

 

Expulsion of Pul unjustified, says Anjaw INC unit  

ITANAGAR, Apr 05: Indian National Congress (INC) family of Anjaw district has described the expulsion of Hayuliang MLA Kalikho Pul from the party as purely unjustified, unhealthy, unconstitutional and betrayal of the loyal, sincere and honest soldier of the party.

Expressing shock at the 'unconstitutional and unethical' expulsion of Pul, the INC family of the district in a meeting held  on April 3 said that Anjaw district party unit has never noticed or heard any activity of Pul which is against the interest of the party.

The district party unit along with its frontal wings sees no reason for the expulsion. The meeting observed that Pul has always been a true soldier of the party who gave five consecutive wins to the party from 45- Hayuliang Assembly constituency. Apart from that he rescued the party in Lohit district in early 1990s when the party had almost a zero existence (INC candidate could win only one seat out of five seats in Lohit district in 1990). The meeting further observed that "With the entry of Pul into the party in early 1990s, INC shined at all elections in the then Lohit district comprising of present Namsai and Anjaw districts. In his five innings in assembly elections on INC ticket, he won with highest margin in the state for three times in 1999, 2009 and 2014 which was a matter of pride for all Congressmen. Anjaw INC has fought three Panchayat elections in 2003, 2008 and 2013 under his guidance where INC candidates got a massive victory in all tiers".

 

ABK WW congratulates archer Genung

ITANAGAR, Apr 05: The ABK Women Wing congratulated archer Genung Tekseng for winning a silver medal in the recently held Junior Asia Cup Archery Championship at Bangkok.

Genung Tekseng had also won a gold medal in the National Games held at Kerala earlier this year.

"Her achievement is an inspiration and encouragement for all the young generation, especially, the girls," said ABK WW in a release.

It appealed to the State Government to compensate her suitably, who preferred sport over her class 12th  CBSE  board examination as she had preferred to represent the country in the event and sacrificed her board examination in the interest of the state and the country.

Nino Youth Welfare Society also congratulated Genung for her brilliant performance bringing laurels not only to the state but also the country.

The Society requested the State Government to recognize her achievement and provide her with necessary facilities and financial assistance so that she can bring more glory to the state and the nation as well.

 

DK Memorial State Ranking Badminton Tournament at Tawang

ITANAGAR, Apr 05: Arunachal State Badminton Association (ASBA) has decided to hold the Dorjee Khandu Memorial State Badminton Ranking Tournament-2015 at Tawang subject to availability of courts.

Meeting also discussed about hosting of the Sub-Junior (U-13 & U-15) The National Badminton Tournament 2015 is scheduled to be held at Itanagar in the first week of November. The players participating in the tournament will be selected on the basis of the performance in the Dorjee Khandu Memorial State Badminton Ranking Tournament-2015.

The meeting resolved that as per the calendar of ASBA, every affiliated District Badminton Association will have to conduct their District Level Badminton Tournaments within July and select the winners to take part in Dorjee Khandu Memorial State Badminton Ranking Tournament-2015.

 

AVP Introductory Camp begins

ITANAGAR, Apr 05: The week-long introductory camp organized by Arunachal Vikas Parishad (AVP), Longding district unit began at Kasturba Gandhi Balika Vidyalaya, Senua yesterday.

Youth awareness, leadership and personality development programmes, sports and cultural activities will be conducted during the week-long camp.

Around 50 delegates from Longding district are participating in the programme.

Laichoi Wangpan, founder president of Wancho Students' Union, president and general secretary of Wancho Cultural Society, president of Wancho Students' Union, the Block Education officer of Longding were present during the inaugural function, informed Sandeep Kaviswar, State Organising Secretary of AVP.

 

GPF appeals to uphold spirit of Mopin

ITANAGAR, Apr 05: Galo Peoples' Federation (GPF) has appealed to the Galo brethren to uphold and project its unique culture along with the festivity in true spirit and zeal.

It urged the entire Galo community to give importance and special impetus to the Mopin Preservation Society (MPS) to take the lead and decide important issues regarding its way of celebration and selection of invitees.

Meanwhile, the GPF expressed concern over the financial status of the state under the present Govt.  

 

ABSU condemns forceful collection of donation

ITANAGAR, Apr 05: All Bogong Students' Union (ABSU) has vehemently condemned the collection of donation forcibly by certain individuals and group in the name of the union.

ABSU in a press statement clarified that, the union was never involved in any kind of donation collection from any individuals or business community. The union feels that such forceful collection of donation is an act of extortion and doing the activities in the name of ABSU is an attempt to defame the union which deserves condemnation.

The union appealed to Deputy Commissioner and Superintendent of Police, East Siang to initiate steps to prevent such unlawful activity of individuals or groups or organizations.

 

Nyedar Namlo Orientation training held

ITANAGAR, Apr 05: A day long orientation training programme on spiritual code of conduct, fundamental guideline and significance of Jiwt Aane and augmentation of Nyedar Namlo was conducted at KVIC, Midpu Doimukh yesterday.

Charing the programme, Executive Council Nyedar Namlo President, Nabam Atum advised the participants from various Nyedar Namlos from East Kameng, Lower Subansiri, Upper Subansiri and Papum Pare Districts to work devotedly and sincerely in strengthening of Namlo movement in their respective areas.

Land donors plead for job reservations

ITANAGAR, Apr 05: The land donors for the establishment of Government Engineering College at Toru have urged the state Govt to appropriately compensate the donors through awarding land development and construction works of the institution.

Appreciating the state Govt, particularly the Chief Minister and Education Minister for their initiatives for establishment of the engineering college, the land donors in a meeting held yesterday under the chairmanship of Nabam Aka, ZPC Papum Pare district said that,  80:20 ratio should be maintained in reservation of group C & D category jobs in favour of land donors' family members.

Priority should be given to the deserving candidates from proper Toru circle in recruitment of group 'A' & 'B' jobs in the institution, the meeting further resolved.

 

CYO demands action against illegal wine shops

ITANAGAR, Apr 05: The Capital Youth Organization (CYO) in a letter to the Capital Complex Deputy Commissioner requested the administration to conduct a drive against illegal running of wine shops in sectors and colony of the Capital region.

In a complaint letter to the DC, the CYO alleged that illegal selling of liquor in the shops in sectors and colonies particularly during night hours creates an uneasy atmosphere as most of liquor consumers are minors and underage.  The CYO urged the administration to take steps against such illegal selling of liquors in sectors and colonies.

 

Unidentified boy found

ITANAGAR, Apr 05: An unidentified boy aged about 13 to 14 years has been found by Doimukh Police at Khola camp, Doimukh area yesterday evening. The thin built boy, height about 4.8 ft can neither speak nor write. He has been presently kept at Shelter Home at Naharlagun run by Oju Mission.

Mopin celebrated across Arunachal

Festivals are assets for society: Tuki

ITANAGAR, Apr 05: Chief Minister Nabam Tuki today termed festivals as assets for a society which not only provides a platform for interaction and merry making but also to learn one's tradition and culture.

Participating in the Mopin festival, the agriculture-based festival of the Galo tribe at Mopin-Solung ground here today, Tuki appealed all not just to preserve the tradition but also to promote it as a part of cultural tourism for the state.

Citing the Tawang festival, Siang River festival and Pangsau Pass festival, Tuki said, if festivals are linked with tourism, it will be highly beneficial for the state.

He also announced that the government will formulate a policy in this regard. He also advocated for giving due recognition to indigenous priests, who he said, were crucial for performing the festival celebration in traditional manner.

Tuki also said to draw out plans to provide incentives to the priest by the state government.

Responding to a memorandum, the Chief Minister announced sanctioning of Rs 5 crore for establishment of infrastructure at the festival ground.

Arunachal Pradesh Congress Committee (APCC) president, Padi Richo urged the youths to retain the age old cultural and traditional practices and wished all a prosperous Mopin.

The festival was organized by the Mopin Festival Celebration Committee Itanagar (MFCCI) where several hundred people from all walks of life participated in their best traditional attire.

The unique feature of this year celebration was the involvement of 'Magbos' (son-in-law) from other tribes which stood at a total of 250 as per the records of registration done by the MFCCI.

At Gensi, Union MoS for Home Affairs Kiren Rijiju attended the Mega Mopin Gidii celebration today.

Addressing the revelers on the occasion, Rijiju said Mopin is unique and one of the most colourful festivals of the state. Festivals form an essential part of life of people of this tribal state. They are believed to be the mirror of cultural aspects of any state, he said and appealed to all, especially the youth to preserve, promote and protect the rich culture and identity of its tribe. He urged everyone to channelize the positive energy of youth for better development of the state and termed the people of Galo tribe as one of the most hardworking, best performer and number one in agricultural practices in state. Rijiju said as an MP from the State he will work for overall development and progress of state and appealed to all to forget political differences and come together to take the State to at par with other developed states. He also affirmed that there will be no dearth of fund from Center for carrying out developmental works in the state. He committed that every remote and border village will be provided electricity, road connectivity, telecommunication and built schools in all border areas.

Rijiju also informed that the Centre has decided to introduce a chapter on North East and Arunachal Pradesh in Class V to Class XII CBSE book of History, Geography, Political Science and other important books from next year so that everyone can learn and know about the state and the region. He also told that his Home Ministry is soon going to bring out a provision and a law passed in the country against racial discrimination and those found guilty in creating trouble for the people of Northeast will be given exemplary punishment.

Rijiju also flagged off an ambulance gifted to PHC Gensi in presence of Parliamentary Secretary Transport & State Transport, Jomde Kena, DMO Aalo, Dr Marbom Basar, SP Aalo Marge Riba and among prominent leaders of the area. He also released a book titled 'Identity an insight into the Galo tribal world' authoured by Moi Bagra. The Union Minister also visited Donyi-Polo Gamgi and offered prayer besides visiting at Mopin Hogii (Altar) and unfurling the festival flag in the Mopin ground at Gensi.

Responding to a memorandum submitted to him by the Gensi ZPM Kardo Nyicyor for widening and realignment including black topping with drainage system of the existing road from Garu to Gensi and construction of mini stadium at Govt. Secondary School Gensi, Rijiju assured to take up the demands with the concern ministry for early materialization.

Parliamentary Secretary for Transport and State Transport Jomde Kena also attended the festival.

The mega ponung dance by the popir party from North and South Sigen Gensi village, Gensi Complex, Staff Mahila Ponung Party of Gensi, Sigen Rijo village, Gensi Town Mahila, Soi Gamsar village, Bigi village and Donyi Polo Gangi Youth enthralled the audience and stole the limelight of the day.

Like previous years, Mopin was celebrated at Ruksin by Solung-Mopin Celebration Committee in a grand manner with active participation of government employees, business community, local panchayat leaders and community members today.

Explaining the objective of the celebration, Ruksin GHSS Principal M Koyu said Mopin is celebrated for bumper harvest, prosperity and welfare of human beings. Speaking on the occasion, Ruksin Forest Range Officer (T), Y Potom opined that Mopin is not only an agricultural festival, but it is a medium to showcase the unique identity and traditional beliefs of the Galo tribe. He also briefed on mythological aspects behind Mopin celebration.

Local MLA Tatung Jamoh urged each and everyone to participate in such festival irrespective of their caste, creed and community.

At Pasighat, the Galo community of Pasighat celebrated Mopin with traditional gaiety. Clad in traditional attires, the young and old alike took part in the celebration with great enthusiasm, reports DIPRO.

"People should not only enjoy the joy of Mopin but should celebrate it in its true spirit which is the root of prosperity, abundance and well being of mankind", said former minister Bosiram Siram.

Festivals help unite the people and maintain peace and harmony in the society, Siram said.  

While embracing the modern age, we should not forget our past and culture which is our identity, he said and exhorted all, especially youth, to take responsibility for preserving, promoting and progress of our culture.

East Siang ZPC, Kaling Dai and PMC Chief Councilor, Denong Tamuk opined that all the festivals of Arunachal are alike and agriculture related in nature.

Earlier, Central Mopin Festival Celebration Committee, Pasighat President Marngu Kadu narrated the Mopin Mythology in detail. In-depth understanding of the Mopin celebration will help in creating better and healthy society, he added.

Mopin was celebrated for the first time at Kala Amb, Sirmour district in Himachal Pradesh by the students studying in the state with great enthusiasm.

Students from different eight Northeastern states pursuing education in Himachal Pradesh also joined the Arunachalee students in the celebration.

The motto of the celebration of Mopin there was to showcase the rich cultural heritage of Arunachal Pradesh to the world and also to get blessings from almighty.

Various cultural programmes, like dances and songs were organized as part of the celebration.

At Roing, Mopin Gidi was celebrated with traditional fervour at the Multipurpose Hall today. The traditional black and white attire created a mesmerising sight at the celebration premises.

Missi Linggi, a renowned senior citizen of the Idu-Mishmi community, was invited to attend the Mopin celebration as Chief Guest, while, Golo Saring, another senior citizen belonging to the Adi community, was invited as Guest of Honour.

As a symbol of their love and blessings, the Mopin Gidi Celebration Committee presented souvenirs to the women of their community (Duné) married to men belonging to different tribes. A variety of cultural programmes were also presented as part of the celebration.

 

 

JK Tyre Arunachal Festival of Speed all geared up

DIRANG, Apr 05: The stage is all set for the 2nd edition of the JK Tyre Arunachal Festival of Speed with more than 60 participants converging at Dirang, West Kameng District. This year's event has attracted some of the best rally divers in the country out of which more than half comprises of local talents from the North East.   

The three day event will run from 7th to 9th April. Commenting on this unique motorsports event, Motorsports Club of Arunachal, President, Lhakpa Tsering said, "We are ready for the mega speed show. We are positive that the JK Tyre Arunachal Festival of Speed will showcase not only the wealth of rally talent that we have in the North East, who will get the chance to rub shoulders against the very best in the country like 2013 APRC Champion, Gaurav Gill, but with more than 60 confirmed entries, the JK Tyre Arunachal Festival of Speed will also showcase the aim of the Motorsports Club of Arunachal, which is to bring hardcore motorsports action to the region thereby also promoting national integration as the competitors  represents the vast expanse of the country.

Apart from Gill, the other big names of Indian rallying like Sunny Sidhu, Philippose Mathai, Rahul Kantraj and Amanpreet Ahluwalia to name a few, will be dazzling the spectators with their driving skills and car control. The local talents of the North East will be led by Lima Jamir, the winner of the Raid de Himalaya 2002 and Jitu Kalita from Dirang, who is known to be the most fearless and raw talent that exists in the motorsports scene in the North East.

The most unique aspect of the JK Tyre Arunachal Festival of Speed is that it combines three forms of off-road racing and rallying on a single platform. Over the three days, the participants will be competing in Autocross, Rally Sprint and Hill Climb. Another feather in the cap of the organisers is the addition of the Quad class, in which five confirmed entries have been received. Autocross, which is a closed circuit form of off-road racing, will be held at the Lopon Stadium, after which the contestants will be put to test in the Rally Sprint that will be run in the Sangti Valley, but the climax of the event will be the 8-km Hill Climb. To make the JK Tyre Arunachal Festival of Speed even more interesting, the participants will be accommodated in the rally village that has been specially set on the banks of the Meyong River that runs through the heart of the Dirang. The setting will provide spectacular views of the Dirang valley to the participants away from the heat and dust of the competition.        

The JK Tyre Arunachal Festival of Speed will run under the technical and safety regulations laid down by the Federation of the Motor Sports Clubs of India (FMSCI), which is the governing body for motorsports in India. The second edition of the JK Tyre Arunachal Festival of Speed carries prize money of more than Rs 5 lakh.   

The Arunachal Festival of Speed 2015 is sponsored by tyre giant, JK Tyre. Apart from high-speed action, cultural shows and rock performances will add extra zing to this carnival of motorsports.

 

 

Governor seeks adequate fund for police personnel

ITANAGAR, Apr 05: Arunachal Pradesh Governor Lt. Gen (Retd) Nirbhay Sharma today requested the Minister of State for Home Affairs Kiren Rijiju to sanction adequate fund and aid to enhance professionalism amongst the police personnel and including enhancing security infrastructure, proper management of constabulary and training in the state. Governor made this appeal when Rijiju called on him at Raj Bhawan here today. They discussed on police modernization, border areas and inter-state boundaries in the state.

Referring to the recent unfortunate incident in Tirap district in which three army personnel lost their lives, the Governor emphasized on better coordination and synergy amongst the security agencies.

Stressing on developing mechanism for up-gradation of intelligence gathering and sharing, the Governor called upon the Minister of State for Home Affairs for strengthening existing mechanism. PRO to Governor.

 

 

Upper Subansiri development review meeting held  

ITANAGAR, Apr 05: The 2nd review meeting of Upper Subansiri development was organized by the district administration on 3rd and 4th April under the chairmanship of Tanga Byaling, Minister, Home and Power. All the MLAs of the district along with the HoDs, PRI members, senior citizens, intellectuals, student organizations and the media fraternity of the district attended the meeting at the conference hall.

Deputy Commissioner, Upper Subansiri, Komkar Dulom, highlighting the aims and objectives of the meeting informed the gathering that the meeting was conceived to review and asses the resolutions made in first review meeting held last year. Further through a power point presentation with the theme, embarking towards development, Vision 2030," important issues in the district like town planning, tourism prospectus, law and order, Swachh Bharat Abhiyaan, Trans Arunachal Highway, Water Supplies, govt. land encroachment, livelihood activities and construction of mini secretariat was focused upon.

SP Daporijo, Taru Gusar also explained about the law and problem in the district through a power point presentation and shared some departmental problems like shortage of vehicles and fire tender staffs. Sushil Nalo, ZPC, while representing the PRI advocated for devolutions of powers to the panchayati raj and urged the HoDs to cooperate with Panchayat in every aspect of the development. Further, reacting to the govt. land encroachment problem in the district, he suggested for a SIT to investigate into the matter. He also requested the Home Minister to pursue the government for construction of road from Mebgeko to Gerukhamukh as the proposed road was the shortest route to Assam.

Paknga Bage, MLA, Dumporijo addressing the meeting appreciated DC and SP for improving the law and order scenario in the district and also assured to extend every possible help for proposed Mebgeko to Gerukhamukh Road, as the proposal falls under his constituency.

DiktoYekar MLA, Daporijo assured for installation of CCTV in some important location of Daporijo Town and also requested for one more fire tender in the district.

Punji Mara, Parliamentary Secretary, RD, stressed for a crime free society and urged the house to cooperate with the administration in making the same and also emphasized on cleanliness through Swachh Bharat Abhiyan. He further appreciated the administration for ban on wildlife hunting.

In his address, the Home Minister advocated for unity and cooperation of Tagin, Galo and Nyishi communities in the district. Reacting to the extortion problems arising in the district, he stressed for zero tolerance to such activities and urged the HoDs not to encourage such anti-social activities. Lastly he assured to take up the proposed road from Mebgeko to Gerukhamukh on top priority for the coming financial year.

On the second day of the meeting, Timpu  Maying, i/c DDSE made a detail presentation on the education scenario in the district which covered the issues like poor performance of the students, lack of teachers, shortage of funds, poor  and others schemes for the education sector.

Home Minister Byaling urged the education department to strictly deal with those teachers absenting from their duties and informed that the house that, he will not interfere in the transfer and posting of the teachers. He also urged the other MLAs and Panchayat members to refrain themselves from such issues.

 

 

Principal Secretary (Home) takes stock of security and power issues in East Kameng

ITANAGAR, Apr 05: Principal Secretary, Home, Vigilance and Power, Dharmendra Sharma reviewed the security and power related issues in the East Kameng district during an extensive tour of the East Kameng District. He inspected the progress of the Trans Arunachal Highway in the district and held meeting at Pakke-Kessang and Seppa with the Deputy Commissioner, ADC, SP, EAC (LM), General Manager of Sushee INFRA, DLRSO, ExEN Power, CO (Pakke Kessang) and other officials from the district.

He was satisfied with the mobilization of the machineries for the formation cutting work to be carried out in the Pakke-Kessang stretch. He carefully listened to the problems faced by the officials of the Sushee INFRA on the ground and directed the District Administration to prepare a detailed plan stretch wise for the deployment of the security forces along with the induction and de-induction plan.

Later, a meeting was held in the DC's conference hall at Seppa where Executive Engineer (Power) and other officials from the Hydropower Developers viz. GMR, CESC and EDCL explained the status of their projects and future plan.

The Principal Secretary directed the power developers to include the cost component of the security arrangements at the initial stage itself in the DPR as it would be the most effective way to carry out the work. Also, any infrastructure requirement for the construction of the dam etc must be communicated to the Government in advance. He also directed the Deputy Commissioner and Executive Engineer (Power) to send a detail regarding the Khuppi line.

The Deputy SP briefed on the problems faced by the police administration including shortage of SI's and police barracks. He also briefed on the cases of crime facing the district.

Dharmendra Sharma directed the Dy SP to analyse the crime data and see if there is any sort of pattern emerging out of it. He also said that a zero tolerance shall be adopted in cases of open display of arms in public and private offices. Such cases would be booked under Arms Act and action would be initiated for cancellation of arms license. He also directed to keep the habitual offenders and extortionist under constant vigil and book them under the Arunachal Pradesh Unlawful Activities Prevention Act, 2014.

Later, he inspected the jail, CRPF camp and police station at Seppa.

Sharma also visited Chayangtajo and inspected the police station, KGBV, tourist lodge and construction of 33/11 KV Sub-Station at the town. He remarked that the design of the tourist lodge and ADC building is not suitable to the weather conditions as the water seeps inside the room. He directed the contractor and the executing agency to modify the roof top of the Tourist lodge so that the problem of seepage of water inside the rooms can be taken care.

While holding a meeting with the ADC Chayangtajo, BDO, BEO, Medical Officer-in charge and other officers posted at Chayangtajo, Sharma viewed absenteeism seriously and mentioned that it will not be tolerated at any cost as the primary duty of any Government official is to provide services to the people where they are posted.

He also mentioned that though Chayangtajo is a remote Sub-Division but with the availability of the officers and staffs, all the basic needs required for the people staying there can be provided.

 

 

Cultivation of Cardamom to improve farmers’ livelihood

DAPORIJO, Apr 05: Cultivation of Large Cardamom can be a source of cash improving the livelihood of the farmers, said Upper Subansiri Deputy Commissioner, Komkar Dulom.

Addressing the farmers in a meeting to promote and encourage cardamom cultivation in the district here today, the DC said the fertile land of Upper Subansiri is very suitable for cardamom cultivation, which, if taken up sincerely and seriously, would not only benefit the farmers economically but also solve unemployment problem to a great extent.

Encouraging the farmers to take up cardamom cultivation, DC Dulom said that livelihood of many people have been curtailed with imposition of restriction in wildlife hunting in the district.

Dr. Hatobin Mai, OSD to Chief Minister and Member Spices Board of India urged the farmers to help bring about a revolution in Spice production as the state has been endowed with very fertile soil suitable for spice crops cultivation.

While making the farmers aware about various policies and programmes of Spice Board to encourage spices cultivation, he suggested the farmers to avail these opportunities.

Technical expert and resource person, N Bam from Krishi Vigyan Kendra demonstrated methods of Cardamom cultivation through PowerPoint presentation.

Likha Tongun, a progressive farmer, also explained on farming techniques to attain higher yield.

Members from Spices Board of India, Krishi Vigyan Kendra and resources person from different parts of the country attended the meeting and shared their knowledge and experience on cardamom cultivation. MLAs Pakgna Bage, Dikto Yekar, Punji Mara, Zilla Chairperson, Susil Nalo, PRI members, HODs and public of Upper Subansiri district attended the programme.

The meeting was presided over by Minister for Home and Power Tanga Byaling.

Political fight

The war of words between state government and expelled Congress MLA Kalikho Pul is heating up over the alleged financial irregularities. One of the longest serving finance ministers of state, Pul on Friday made sensational claim, a day after being expelled from party that Arunachal government is facing serious financial crisis due to mismanagement of central fund. He also claimed that situation is fit to declare financial emergency in the state and imposition of Presidents' Rule.

Naturally his allegation was thrashed by state government. Yesterday govt. spokesperson Bamang Felix stated that government is facing financial constraint which is a common phenomenon in every progressive state of the country. There is no doubt that revelation made by one of their former colleague is deeply embarrassing the state government. The allegation of financial mismanagement alleged by Pul cannot be taken lightly as he is a former finance minister and has years of experience of managing the department. Just mere clarification will not do and the state government will have to come clean with proper justification.    One also wonders why it took Pul so many years to open his mouth. Is he is playing vindictive politics against Congress government for expelling him from party? Only time will tell how honestly Pul pursue his mission to expose the wrongdoing of his former colleagues.  People of Arunachal can only hope that this fight political fight between former colleagues helps in exposing the corrupt practices of politicians.

Mourning and a festival

Dear Editor,

I am writing with regard to the recent article on your newspaper regarding the prohibition of IMFL during Tawang fest scheduled on 1-3 May'15. In my opinion, this is an excellent idea which will have many advantages to our town as well as the state.

But I would like to make a request to Chairman DoKAA, Minister UD, Tourism, Art & Culture, MLA Tawang as well as the Deputy Commissioner and all the attendee of the meeting that was held on 31st march 2015 for Tawang fest, that it has not even been a year since the demise of His Eminence Jetsun Tenzin Jampal Wangchuk, popularly known as Tsona Gonpa-tse Rinpoche on the 16th May 14 at Delhi.

So, according to the Monpa traditions and beliefs, we mourn the death of a person for at least a year. And since he was a person of high status & was greatly respected; the conduction of Tawang fest from 1-3 may 2015 would be a great disrespect to him and it will be a shame on our people and culture.

So it is my earnest request to postpone the date of Tawang fest until or after 16th May'15.

I would be grateful for paying heed to this request.

Vision document-2030

Dear Editor,

When State is preparing vision documents 2030, a document for another coming 15 years from now is very important as activities will be prioritized as per the document. While formulating the documents it may be ensured that happening of activities are in tune with documents. The following points may be kept in view while drafting the same;

1. Tapping of hydro potential should be given top most priority as it is the huge source of revenue generation for states like ours. Also tourism be given priority as it has potential to earn revenue.

2. Formulating of Annual Operating Plan (AOP) from the month of April 2015(financial year-2015-16) as State is going to receive more funds under the recommendation of fourteen finance commission. Schemes should not be individualistic one but serve the area as whole.  

3. It is seen that department of hydropower is sitting idle without work. Education department with three directorates, Elementary, School & Higher & Technical are having more workloads than hydro power, with the coming up of NIT, Law colleges, more polytechnic colleges, arts colleges, central schemes like SSA, RMSA, RUSA etc. A discussion regarding merging of one zone of hydro power to education department as engineer wing may be carried out at top policy makers level as these projects are being supervised by rank of Exe. Engineer on deputation. Vision should be to engage the technocrats.

4. Numbers of Chief Engineers in our State is-9(PWD), 4(PHED), 4(POWER), 4(HYDRO POWER), 2(WRD), 2(RWD), 1(UD)-Total=26Nos. Do we need that many number of Chief Engineers in State like ours with population of around 14 lakhs and countable schemes to be implemented through these department. Even if it is based on area basis, it is meaningless as schemes to be implemented are limited. So creation of post should be based on actual requirement of work load and not on political appeasement.

Also creation of such post was to ensure timely completion and quality works of projects as zone is handling lesser work load but there is no difference as projects are still lagging behind the schedule. We need introspection in this regards.

Only to avail the central schemes like JnNURM(mission with 7 yrs starting from 2005-06) , the capital road was handed over to UD department for short time but same was handed over back to PWD after ending of schemes which is not a healthy practice. Vision should be specific so that there are no misunderstandings among different department as well as to ensure concerned department to make action plan for maintaining of Capital roads.

Transfer and posting of should also be made as per performance of officer in handling the issues rather than political appeasement. It is now visible in implementing prestigious projects which is known to all.

It is seen that all working department are not coordinating with each other even they working under same State government. The civil department cannot accord technical sanction to electrical works and execute the same. Similarly power deptt are executing civil works which is not as per the norms since subject requires expertise.

Appointment of functional post be should based on its seniority. It is seen that officer of same rank recruited in 2004 is writing APAR (Annual Performance Appraisal Report) of 1998 batch. Is this a good vision?

While former Governor and two members of erstwhile planning commission has been made members for drafting of Vision documents is good as they have experienced of problems and potential of our state. Also it was informed that specific subject experts shall be made members of drafting committee, local officers of state government should be engaged as they are much more acquaint with the local issues. By sitting at Delhi you cannot prepare vision documents as state have been opposing the planning commission ‘one size fits for all’ policy which has been replaced by NITI Aayog giving State government more freedom to formulate policies based on its requirements. If it is prepared in Delhi, it will be a double speak of state Government.

Let us be careful

Dear Editor,

Through your esteem daily, I would like to express my expectation and displeasure the way Education Department is performing in the West Siang District. Ever since present DDSE took the charge, he has been in almost all news papers of state for his alleged wrong doing.

As a concerned citizen we expected our young and dynamic DDSE to streamline the education system in the district. We were hoping the lost glory in education scenario of the district will be regained and boosted, but it seems he has used his energies in other activities and creating system out of no system. He was suspended for keeping large amount of government money in his personal savings account for reasons best known to him.  He obtained stay order from the honourable High court.

So many organisations, individual, PRI members alleged him of uniform scandal, mid day meal scandal, non payment of school grant and payment of Contractor and suppliers in cash instead of cheque and so on. Though he may be clean but under such situation we cannot believe that coal and fire can go hand in hand.

Elementary education is the basic foundation and this is right time to inspire children towards work culture but it seems we are sending a wrong signal to the youths of the district. These practices will set a wrong precedence and will have far reaching consequences to the department as well as citizen.

Ultimately it is concluded that until and unless there is God father under whose behest and umbrella he is working, no government Official will dare to have such conduct which is wide out of norm.

Considering the above fact we the concerned citizen seems that the work load of DDSE is very heavy so he may be given respite to regain his energy.

Present congress led government publicly proclaimed that their core agenda is to change the scenario of education and Health department, but if this kind of gross allegation is over sighted then it will again become the same wine in new bottle and we the ignorant and innocent public are fooled again.

Cloud is looming large around us. It’s better to be careful.

Role of unions and opposition parties

Dear Editor,

In a democracy, if there is no strong opposition party then it is certain that the ruling party will misuse their power. The opposition parties in state i.e BJP and the PPA seem to be in no mood to take on the Congress Govt. of the state. I suspect if the opposition parties are conniving with the govt. and fooling the people. The political parties should realize that lip service during election to gather vote will not do any good to them.

The recent war of words between the govt. and the unions should be seriously taken note by the people. The remark by the Home Minister terming the Unions as Extortionist can't be termed completely untrue. No doubt that the Unions are playing the role of opposition party and doing a commendable job for the welfare of the people. But there are thousands of unions in our state and involvement of some unions in illegal activities can't be denied.

I request the opposition parties to pull up their shocks and take on the govt. whenever they misuse their power. Everyone knows the level of corruption in our state and I hope opposition parties also have some ideas about it. The opposition parties are best fitted to play the role played by the Unions, Associations, Organization etc in fighting for the welfare of the state.

Lastly I urge upon all the citizen of the state to raise their voice against corruption and other issues concerning the state.
